Consulting Services for Concept Development and Project Assessment of the Bostanlyk District Boiler House Reconstruction and Modernization

The project is aimed at improving the reliability, energy efficiency, and climate resilience of the central heating system (CHS) through the reconstruction and modernization of Boiler House RK-1 in Bostanlyk District, Tashkent Region.


Project Objective

The main objective of the project was to develop a concept and prepare a project assessment document for the reconstruction and modernization of the boiler house, with a focus on enhancing energy efficiency, reliability, and climate adaptability.


Services Provided

Technical Component

  • Comprehensive diagnostics and infrastructure analysis
    A detailed assessment of the existing central heating system at Boiler House RK-1 was performed, including the evaluation of equipment, pipelines, and auxiliary infrastructure.

  • Conceptual equipment selection
    Recommendations were developed for selecting and sizing the heat source (boiler house or individual heat station), heating devices, pumping equipment, and control and shut-off valves.

  • Conceptual design of the CHS at the feasibility study stage
    Pipeline layouts and the positioning of all elements of Boiler House RK-1 were designed to ensure optimal system operation during reconstruction.

  • Development of conceptual drawings
    Preliminary drawings and diagrams were prepared for the project assessment stage, illustrating the main elements and functional connections of the system.

  • Calculation of work volumes and comparison of equipment specifications
    Work volumes were calculated, and technical characteristics of equipment were compared against project requirements.

  • Preparation of cost estimates
    Preliminary estimates were prepared to assess the costs of reconstruction and modernization.


Financial and Economic Component

  • Financial justification of the project
    Investment calculations and financial flow analyses were developed to support project implementation.

  • Economic feasibility analysis
    An economic assessment was performed, including evaluation of the modernization’s impact on CHS efficiency and energy savings.


Assessment of Technical Feasibility and Climate Resilience

The project included an evaluation of the technical feasibility of modernization and an assessment of the CHS’s resilience to climate variability and extreme conditions.

The results provide a basis for ensuring reliable, energy-efficient operation of Boiler House RK-1, reducing operational costs, and enhancing the system’s climate resilience
