“Consultancy services for the development of the concept and project appraisal documentation for the reconstruction and modernization of boiler houses in Samarkand city and Samarkand region.”

The project is aimed at developing a concept and conducting a project assessment for the reconstruction of Boiler Houses “№29” and “Central” in Samarkand, with the goal of improving the reliability, energy efficiency, and climate resilience of the central heating system (CHS).

Project Objective

The main objective of the project was to prepare a reconstruction and modernization concept for the boiler houses, as well as a project assessment document covering technical, financial, economic, and climate-related aspects to enhance the efficiency and reliability of the CHS.

Services Provided

Technical Component

  • Comprehensive diagnostics and infrastructure analysis
A detailed assessment of the CHS infrastructure for Boiler Houses “№29” and “Central” was carried out, including equipment, pipelines, and auxiliary infrastructure.

  • Conceptual equipment selection
Recommendations were developed for selecting and sizing the heat source (boiler house or individual heat station), heating devices, pumping equipment, and control and shut-off valves.

  • Conceptual design of the CHS at the feasibility study stage
Pipeline layouts and the placement of all elements of Boiler Houses “№29” and “Central” were developed to ensure optimal system operation during reconstruction.

  • Development of conceptual drawings
Preliminary drawings and diagrams were prepared for the project assessment stage, illustrating the main elements and functional connections of the system.

  • Calculation of work volumes and comparison of equipment specifications
Work volumes were calculated, and equipment specifications were compared with project requirements.

  • Preparation of cost estimates
Preliminary cost estimates were developed to assess the expenses for the reconstruction and modernization of the boiler houses.

Financial and Economic Component

  • Financial justification of the project
Investment calculations and financial flow analyses were prepared to support project implementation.

  • Economic feasibility analysis
An economic assessment was conducted, including evaluation of CHS efficiency improvements and energy savings.

Assessment of Technical Feasibility and Climate Resilience

The project included an evaluation of the technical feasibility of the boiler house modernization and an assessment of the CHS’s resilience to climate variability and extreme conditions.

The results provide a foundation for reliable, energy-efficient, and climate-resilient operation of Boiler Houses “№29” and “Central” in Samarkand
